KVK training on fish drying methods
ITANAGAR, Dec 11: Training on fish drying/processing methods using low cost solar dryer was organized for farm women by Krishi Vigyan Kendra (KVK), CHF, CAU, Pasighat at Ayeng Village, East Siang today.
Subject Matter Specialist (SMS) in fisheries demonstrated the methods of salting and drying for preservation of fish. Construction of solar dryer was also demonstrated before the village women. He said that the traditional smoking methods of fish preservation may be hazardous and cause diseases like cancer. He suggested the farm women to prefer health friendly and low cost solar drying system for preservation of fish.

ITANAGAR, Dec 11: An RTI activist from Kaisu village, Mannaw of Namsai district has lodged a complaint with State Information Commission (SIC) against Divisional Forest Office (DFO), Namsai for not providing information as sought by him under RTI Act.

AAPPP denounces Governor’s decision
ITANAGAR, Dec 11: Taking serious exception to the unwanted and unholy activities of state Governor J P Rajkhowa, All Arunachal Pradesh Panchayat Parishad (AAPPP) president Sushil Nallo, in a statement, today urged him to refrain from such activities if he has respect for democracy and the Constitution.
India saw the unconstitutional act of Bihar Governor Buta Singh, who had recommended the dissolution of the Bihar Assembly in 2005 to be sharply criticized by the Supreme Court directing that he should discontinue from office. He had sent his resignation letter to the President on 26.01.06 after then PM asked him to quit.
Regrettably, instead of behaving like the constitutional head of the state, he is aggravating the present political upheaval while behaving like garbarnor, a term not found in any dictionary.
No state governor acted on the basis of unfounded allegations in the past the way the present incumbent is doing without knowing that Arunachal perhaps has India's highest number of NGOs, which have failed to prove their credentials and the masses know about it.
The governor would be responsible for any future consequences, cautioned Nallo, adding that the AAPPP would take up the matter with All India Panchayat Parishad, to which it is affiliated.
The state is suffering by the present situation, Nallo said and exhorted all party legislators to come together to resolve it in the greater interest of the state to allow the GoAP to function effectively. Shamefully, Union UD & Parliamentary Affairs Minister M Venkaiah Naidu 20.06.14 had said all political appointees should resign voluntarily. But can he deny that the NDA Govt has not resorted to political appointments including Rajkhowa and Nagaland Governor Governor P B Acharya, Nallo questioned? The GoAP aware of the sensitiveness of this strategic state should call Rajkhowa back him immediately in the greater interest of the state, he added.
Orgs questions NES, ANSU
ITANAGAR, Dec 11: The Arunachal Youth Organization (AYO) has condemned the Nyishi
Elite Society (NES) for terming Governor JP Rajkhowa as anti-
In a release, it said that NES is a community based social organization and should refrain itself from being politically inclined adding that it should not give communal statements.
The move by the Governor is purely based on current political crisis in the state and is exercising the power conferred upon him, it defended.
The organization has also opposed the proposed protest rally by NES to be held on December 14 next.
The Arunachal Students' Federation in a similar release said that the NES headed by its president Bengia Tolum is provoking communal atmosphere where peaceful atmosphere amongst the different communities of the state is going to face dangerous situation in the days to come. It has urged NES to refrain from playing communal politics.
United Organization of Arunachal Pradesh in its release stated that being a Non Governmental Organization (NGO) the NES doesn't have any jurisdiction to question or challenge the decision of any constitutional body.

The Arunachal Pradesh United Youth Organization (APUYO) has denounced the All Nyishi Students' Union (ANSU) for asking ouster of Governor JP Rajkhowa.
It asked ANSU to remain neutral in political affairs and instead focus on students' issues.
Meanwhile, the Nyishi Youth Welfare Association (NYWA) vehemently condemned the decision of NES for organizing protest rally on Dec 14 saying that NES is misusing the Society's organization for political purpose. Association also alleged financial mismanagement by the CM and demanded his resignation.
Committee to review work
ROING, Dec 11: The 11th District Level Monitoring Committee (DLMC) Meeting was held at DC Office Chamber today to review the progress of works implemented under various programmes in the district.
Deputy Commissioner Ravi Dhawan called for inspection of the ongoing projects along with the Members of the DLMC during this winter. He urged the Heads of the Executing Agencies to jointly conduct an Orientation Programme for the Public Representatives by the first week of January next to make them aware of the technical terminology commonly used by the departments during the execution of their works. He opined that such knowledge if imparted will help them in better monitoring of the projects being implemented in their area.
Heads of the Executing Agencies have highlighted the progress of the works. Some of the major projects completed in the district are Polytechnic College Building at Simari including Academic Block, 50 seated boys hostel and Residential buildings which is likely to be taken over by the Principal of Polytechnic College, within this month.
Other major projects like RCC Urban Roads of the Roing Township executed by PWD and DUDA and the new Indoor Patient Block of the District Hospital are expected to be completed within March 2016.

Outreach tour to remote Taposo village
ITANAGAR, Dec 11: An outreach tour programme to remote Taposo village under Dissing Passo, East Kameng district was organized by the ADC Seijosa from Dec 9 to 10.
Scheduled Tribe Certificates, Permanent Residential Certificates and Income Certificates were issued on the spot to the applicants by the team led by ADC Seijosa, TR Tapu during the outreach programme.
A health team led by Medical Officer, Dr. Kamku Pordung attended to the sick and old, and distributed free medicines to the patients. Free medicated mosquito nets were also distributed to the villagers.
Senior VFA, Haren Hazarika attended to the sick domestic animals in which a Mithun calf injured by a leopard was also given medicine.
Further, a general meeting was conducted in which discussions regarding poor condition of the village school, absence of electricity, lack of road communication, illegal timber smuggling etc were taken up and a follow up action plan was chalked out to address the problems.

DA’s effort to revamp Bulyang
ZIRO, Dec 11: In order to revamp Bulyang, the age old traditional law institution of the Apatanis, Deputy Commissioner Kanki Darang convened a meeting with the Bulyang members, Gaon Buras and representatives of the non government organizations at Ziro Plateau today.
Addressing the gathering, he said that there is need to be a method to amalgamate Bulyang and the Gaon Burah into one unified stronger institute.
He suggested relaxation in the membership criteria, wherein not just the members of the Bulyang clan, but the Gaon buras will also be eligible to be members of the Bulyang.
According to the 1945 Assam Frontier Act, Gaon Burahs have been empowered with certain judiciary powers for the upkeep of law and order of the area. However since membership of Bulyang is inherited, most of the time Gaon Burahs are not members of the Bulyang, leading to existence of two parallel law entities in the villages, the DC noticed.
He however called upon the members to brainstorm and work out a middle path.
Members from the Bulyang, Tani Spun Dukun,Apatanis cultural and literary society, Bar Council, Lower Subansiri and Panchayat members also presented their views and opinions. They lauded the noble initiative of the Deputy Commissioner and unanimously felt the need to revamp the age old Bulyang. The event of maiden inclusion of Apatani Cultural Landscape and Thembang Dzong village, Arunachal Pradesh in the tentative list of UNESCO World Heritage Sites has evoked widespread sensation and enthusiasm among the tribal people. Thereby, it has been much talked issue among the stake holders in Arunachal Pradesh. So naturally and adequately Ziro valley, a land of enigmatic beauty and cultural landscape having unique feature of – ‘Outstanding Universal Value’, and the Thembang Dzong (Fortified Village), a vernacular village architectural evidence are now the headlines in print media after receiving the nomination in tentative list of World Heritage Sites.
It is in fact, a matter of glory and honour for the indigenous people of this state. So, both the sites may naturally be considered as ‘National Heritage’, as soon as proposal for considering as world Heritage sites have been forwarded to the UNESCO, by the Govt. of India. It is also the basic step of achievement towards goal. The pertinent issue of World Heritage matter has spread alluring consciousness among the people and stakeholders to further improve and conserve the existing wealth. The event has generated conducive spirits and psychological involvement among the people to prevent human vandalism in the name of development in multidimensional spheres.
The local people are gradually getting consciousness to preserve their heritage wealth
so persistently sustained by forefathers’ as part of their traditional pride. But
inclusion of both the sites in tentative list from Arunachal Pradesh has not easily
been done. It has been possible after-
Behind the curtain to table the proposal in favour of Ziro valley and Thembang Dzong as proposed world Heritage sites is an outcome of enduring activities and persistent efforts of the Research Department of Govt. of Arunachal Pradesh over a decade. In Arunachal Pradesh, Directorate of Research under the aegis of Department of Cultural Affairs is nodal agency in World Heritage Matters. It has a long phase or mechanism to achieve present development which is to be depicted for the sake of documenting the history to conceptualise this dream venture. It is neither to pretend beating drum, nor to glorify any person rather to record the factual reality. It has been possible by dint of adequate patronage of apex policy makers whose names are worthy to mention; the Chief Minister Nabam Tuki, the Chief Secretary Ramesh Negi, the then Parliamentary Secretary Padi Richo and the then Secretary Cultural Affairs Indra Mallo. This has been a humble submission to record the entire gamut of whole world heritage episodes – chronologically.
In course of partial fulfillment of my training in Archaeology, under the Archaeological
Survey of India (ASI), New Delhi, I was involved in the Archaeological Excavation
of the Harappan (Indus Valley Civilisation) site at ‘DHOLAVIRA’ in the Great Runn
of Kutch in Gujarat, a sentinel village of India, which is only 45km. from Karachi,
Pakistan. During the year 1991-
During the excavation Dr. Bisht used to exhort that Dholavira – the Harrapan cultural site existed in Indian Territory might be recognized as World Heritage Site by UNESCO one day if the site could be excavated fully. I had learnt for the first time about the criteria to be World Heritage Site. During two years training course, the trainees were taken to the prominent archaeological sites for practical training like Ajanta, Ellora, Bhimvetka, Shor temples of South, group of ancient temples Patta Dakal, Hassan, Haspet, Vijaynagar Hampi, Taj Mahal, Sanchi Stupa etc. These monuments are prominent World Heritage Sites of India. These were the part of training of conservation and preservation of Heritage Sites.
After completion of full practical training, I returned to Arunachal Pradesh as well as in Research Department. Meanwhile, under my initiation Archaeology section was created in Research Department bifurcating History section.

All these archaeological activities could able to draw the attention and importance of nodal agency of national archaeological body – Archaeological Survey of India. The Archaeological Survey of India (ASI) inducted one member from Arunachal Pradesh in Central Advisory Board of Archaeology (CABA). Fortunately, I was selected as one of the members of “Central Advisory Board of Archaeology” (CABA) as being only trained and chartered archeologist from Arunachal Pradesh by then.
Being a CABA member, I frequently attended meetings at New Delhi and gained experiences
listening and participating in the series of discussions on heritage matters including
world heritage affairs in the CABA meeting and other workshops. I attended a number
of workshops on the subject heritage affairs like Archaeological, Museological and
Archival matters. All these sowed the seeds of dream in the core of my mind to submit
proposal for considering the heritage sites of Arunachal Pradesh to the State Govt.
and Govt. of India as well for endorsement to UNESCO to be probable world heritage
site. Ultimately I was able to feel the need for submission a proposal (on file No.

In response of telephonic communication the address for communication was – intimated through a letter. The letter was endorsed to the nodal department i.e Directorate of Research to undertake further needful action by apex policy making authority of the State Government. But the initiatives in those days could not achieve any success due to some unsurpassable factors. It might be that nodal department could not convince the local and state level political authority regarding the feasibility and potentiality on the matter.
Again the dormant dream was alive after receiving a letter addressed to the Chief
Secretary from Jawahar Sarkar, Secretary Ministry of Culture, Govt. of India vide
DD.No.2-
Y.D. Thongchi, the then Secretary cum Commissioner directed in inspiratory note to the nodal department, i.e the Directorate of Research to forward accomplishing World Heritage matters sincerely. In connotation of the direction, the departmental activities were rejuvenated led by myself as Director of Research and a Heritage manager too. Commissioner Y.D. Thongchi and I attended a number of meetings and workshops on heritage and World Heritage matters. Prior to that, I participated as maiden participant representing Arunachal Pradesh in first ever workshop on World Heritage sites held on 15th to 18th June 2008 at Humpi.
The theme of Workshop was – “How to become and Remain a World Heritage Sites” organized by the UNESCO in collaboration with the Archaeological Survey of India (ASI). The workshop contributed a clear vision to deal with the World Heritage matters, particularly the criteria of World Heritage and mechanism of submission of proposals. Again, I attended a seminar on ‘World Heritage Sites’ at Bangalore on 20th & 21st June’2008. These two events of workshop and seminar on World Heritage matters were illuminating and eye opening for the representatives of those states who were yet to capable to submit the proposal of World Heritage site.

The matter was briefed to the then commissioner cum Secretary Y.D. Thongchi who as usual inspired me to undertake sincere initiative from research department aiming to achieve the goal. Later on the matter was also discussed with Padi Richo MLA Ziro and Parliamentary Secretary on World Heritage matters who strongly encouraged and promised to extend all sort of required /cooperation for the interest of Arunachal Pradesh. He was ready to come forward for any sort of help if any hindrance occurred.
Here, it is to be noted that UNESCO, Paris is the authority to recognize any nature
of World Heritage sites as world Heritage site of a country since 1972, if the site,
monument is having “Outstanding Universal Value” (OUV). Ten criteria were adopted
for incorporating cultural and natural heritage for inscription in UNESCO list as
given below:-
Criteria for Assessment of OUV for declaration of WHS
(i) Represent a masterpiece of human creative genius.
(ii) Exhibit an important interchange of human values, over a span of or within a cultural area of the world, on developments in architecture or technology, monumental arts, town planning or landscape design;
(iii) Bear a unique or at least exceptional testimony to a cultural tradition or to a – civilization which is living or which has disappeared,
(iv) Be an outstanding example of a type of building, architectural or technological ensemble or landscape which illustrates significant stage(s) in human history;
(v) Be an outstanding example of a traditional human settlement, land use, or sea use which is representative of a culture (or cultures) or human interaction with the environment especially when it has become vulnerable under the impact of irreversible change.
(vi) Be directly or tangible – associated with events or living traditions, with ideas or with beliefs, with artistic and literary works of outstanding universal significance. (The committee considers that this criterion should preferably be used in conjunction with other criteria);
(vii) Contain superlative natural phenomena or areas of exceptional natural beauty and aesthetic importance;
(viii) Be outstanding examples representing major stages of earth’s history including the record of life, significant ongoing geological processes in the development of land forms or significant geomorphic or physiographic features;
(ix) Be outstanding examples-
(x) Contain the most important and significant natural habitats for in-
In the meantime Indra Malo, IAS took over the charge of secretary cultural affairs from Y.D. Thongchi, IAS on his superannuation. During that time entire India was compartmentalized into five zones to deal in WH matters more effectively. Arunachal Pradesh naturally came under N.E. Zone. On 25th August 2012, a regional workshop on “World Heritage Revising tentative list of India” organized by ASI, New Delhi and Department of Cultural Affairs, Govt. of Assam was held at Guwahati. The invitation letter was received from Ms. Sikha Jain, Member Secretary on World Heritage Matters under the aegis of the Ministry of Culture, Govt. of India seeking preparedness of properties on tentative list for World Heritage status for those states who already submitted proposals. Mamta Riba APCS, the then Director of Art and Culture and I were nominated by the state Government to participate in the workshop held at Guwahati.
I prepared the required power point presentation for the following three sites.
(a) Gorcham Chorten (stupa) of Zemithang, Tawang District.
(b) Thembang Dzong (a fortified Monpa village), West Kameng District.
(c) Ziro (Apatani) valley and Talley Valley, Lower Subansiri District.
In the workshop no site was selected or finalized by the nodal agency of government of India. All the presented power point proposals by all the North East states were taken to Delhi to explore the feasibility to include in the tentative list of India. On 14th October 2013, the Advisory Committee on World Heritage Matter (ACWHM) intimated us to send write up and filled format for inclusion of following two sites in the revised tentative list of India viz:
(a) Ziro / Talley valley
(b) Themabng Dzong.
Accordingly, inventory for two sites were submitted within the stipulated time. Before
inclusion in the tentative list of India, Advisory committee on World Heritage Matters
(ACWHM) intended to visit the proposed site – Ziro and Talley valley to have a detailed
and practical verification of the properties and also to see empirically if OUV really
existed there. This matter was taken before the state Government. The then MLA Ziro,
Padi Richo took initiative to invite the team and apprised to CM for all needful
action on the matter. After learning that two sites in Arunachal Pradesh are being
noticed by UNESCO for World Heritage tag the CM enthusiastically approved all the
proposals on the matter. Because of personal initiative of Padi Richo, the then MLA
cum Parliamentary Secretary Land Management and Urban Development and Dani Salu,
Secretary IPR, protocol, the team was invited as State Guest and they accompanied
the team of WHS to Ziro-
They suggested to devise a state level protection and management legislation. The state Archaeological Ancient Monument and archaeological sites and Remains Act 1990; is not sufficient which does not cover all the required aspects. Separate Heritage Act may be necessary to be legislated or the present existing Act may be amended with inclusion certain required aspects to cover the cultural and landscape site to meet up the required criteria. They also suggested changing the nomenclature of Ziro Talley Valley as the Apatani Cultural Landscape Heritage site. Accordingly inventory was made which was accepted and short listed in the tentative list by the Advisory Committee on World Heritage Matters (ACWHM), India.

As part of that, awareness meetings were organized at Ziro and Thembang subsequently involving stakeholders, local administration and PRI members to conserve and augment the heritage wealth, local consultative committee headed by DC and ADC consisting of local NGO’s. The local consultative committees (NGO’s) have been extending their patriotic services to ascertain public participation and also to convince the people in connection with all round benefits of World Heritage Sites if finally obtained.
The event of inclusions of two sites in tentative list of World Heritage Sites from Arunachal Pradesh created a positivity among the people in general and stakeholders in particular. The nodal department, Directorate of Research was involved to undertake all out efforts to accomplish the remaining tasks and responsibilities collectively.
The work of preparation of Dossiers are undergoing in full swing which are herculean task. A lot of data and information are to be accumulated for convincingly presentation in the dossier stating that the property has to sufficient administrative and customary equipments which would sustain the property for which it is inscribed. Thus, vast research works have to be done for which working group consisting of the officers of Research Department have been endeavouring sincerely.
Status reports of preparation of Dossiers have already been submitted to the Director of World Heritage, ASI New Delhi and Advisory Committee on World Heritage Matters. Meanwhile a separate Heritage Act was drafted by the Department and submitted for legislation. Heritage Act Bill – 2015 was passed in the floor of the assembly and sent to the Governor for necessary assent the bill to transform into Act.
Heritage Act is essential prerequisite for preparation of Dossier as an administrative instrument for preservation and protection of World Heritage Property and its sustenance. Dossiers are to be designed technically keeping in view of the Act and local customary laws. The Department is awaiting to obtain the Heritage Act from the government as it is yet to be released from the Governor. But time is running forward for submitting the Dossier.

ITANAGAR, Dec 11: A student of Rumgong Higher Secondary School was reportedly murdered by his own father.
This case is registered with Rumgong police station under case no. 08/15 US 302/201/34IPC. According to police, the deceased, Tadam Tabo alias Takeng Tabo was killed by his father, Tapir Taboh along with two of his accomplishes Tamang Taboh and Talut Taboh on the night of August 27 last. The body of the deceased was later buried in the bamboo grove behind the house. The incident came to light only when one Taki Tamut, the maternal uncle of the murdered boy, enquired about his absence in the month of October.
SP Pangin D Jini informed this daily that the accused has confessed to killing his son using rat poison who he claimed was mentally unstable in a violent way.

ITANAGAR, Dec 11: All Arunachal Pradesh Student's Union (AAPSU) demanded the State Government to expedite all works relating to the proposed Greenfield Airport at Hollongi and ensure that the construction works of the airport is started within two months.
AAPSU also demanded immediate deletion of names of Chakma and Hajong refugees from the compensation list.

A new concept for Arunachal
In an interesting move, the Itanagar Municipal Council (IMC) is launching prepaid parking system for private and commercial vehicles within Capital Complex from December 11 onwards. The IMC claims that this move has been initiated in order to regulate the parking of all private and commercials vehicles within Municipal areas. This is first time that any municipal body is launching prepaid parking system in the state. Even though it might be a new concept for Arunachal but prepaid parking system is followed in various cities across the world.
The cash strapped IMC will be able to earn much needed revenue from this initiative. Also the prepaid system will come handy in tackling the issue of finding parking space. Today it has become very difficult to find parking space in sectors and colonies of capital complex. Adding to it, the wrong parking along national highway often causes massive traffic jam. However with the introduction of prepaid system, IMC will be bound to regulate the parking within their jurisdiction. They will collect fees and therefore it becomes their duty to ensure that vehicles are parked properly. Also the revenue generated from it can be used for improving the basic amenities. As this is a new concept it might take some time for people to understand. People of capital complex should support this initiative of IMC.

The CHC Nacho is one of the five CHCs of Upper Subansiri District but it neither has sufficient number of manpower nor infrastructure. The Community Health Centre has been functioning with only 18 to 19 staffs in total including a single doctor who is a homeopathic practitioner.
In almost all the time, these staffs remain absent from the facility. In the CHC
Nacho, there is only one doctor, a health assistant, a pharmacist, two GNMs, an ANM,
a laboratory technician and few D-
As per the rules of the Indian Public Health Standard (IPHS), in a Community Health
Centre (CHC), there should be at least one Block Medical Officer or Medical Superintendent,
one Public Health Specialist and a Nurse, General Surgeon, Physician, Obstetrician
and Gynaecologist, Paediatrician, Anaesthetist, Dental Surgeon, one Medical Officer-
Despite all these conditions of the CHC, the concern authority is showing lackadaisical attitude towards the health centre. They always fail to feel the peoples’ pulses. Since its inception, the CHC Nacho does not have the fate of having plural number of doctors. The authorities always post a single doctor.

For medical services, the people of these areas come to this single CHC at Nacho as the other two Public Health Centre: one at Limeking and other at Taksing have no doctors and other medical staffs, and the District Hospital Daporijo is far from the reach of common and poor people of the areas. Therefore, CHC Nacho is the only lifeline of the people of these four most backward and border circles. But the concerned authorities are reluctant to post even a doctor to such a health centre where the lives of more than 25 thousand population are dependent.

please post at least two to three doctors and sufficient nurses to the Community
