ITANAGAR, Dec 11: Itanagar City Police has requested all not to use vehicles in the area from Rajiv Gandhi Bhawan, Itanagar to Raj Bhawan to avoid traffic congestion from 9 AM to 12 noon. S.P Capital, Itanagar Dipankar Mishra has given the traffic advisory in view of the rally by APCC from Rajiv Gandhi Bhawan, Itanagar to Raj Bhawan, Itanagar, on Dec 12 from 9 AM.

 

KVK training on fish drying methods

ITANAGAR, Dec 11: Training on fish drying/processing methods using low cost solar dryer was organized for farm women by Krishi Vigyan Kendra (KVK), CHF, CAU, Pasighat at Ayeng Village, East Siang today.

Subject Matter Specialist (SMS) in fisheries demonstrated the methods of salting and drying for preservation of fish. Construction of solar dryer was also demonstrated before the village women. He said that the traditional smoking methods of fish preservation may be hazardous and cause diseases like cancer. He suggested the farm women to prefer health friendly and low cost solar drying system for preservation of fish.

Twenty-five farm women and the goan burah of the village attended the training.

 

Complaint lodged against Namsai DFO

ITANAGAR, Dec 11: An RTI activist from Kaisu village, Mannaw of Namsai district has lodged a complaint with State Information Commission (SIC) against Divisional Forest Office (DFO), Namsai for not providing information as sought by him under RTI Act.

In his complaint letter to the SIC, the RTI activist stated that he had applied to the Public Information Officer of the concern DFO Office one year ago seeking few information but no  information, as sought by him, has been provided yet from the concern DFO.

The RTI activist sought information regarding area falling under Namsai Divisional Forest Office with detailed description of the reserve from Koseng Village (II-mile) to Jengthu beside the highway-52, forest plantation in the Lathao range, stone crusher units operating within the forest division along with their license/clearance order, site/rivers from which they (stone crusher units) collect the boulders and norms for collecting boulders, sand and gravels from the river banks.

 

KVK West Siang conducts

multi-disciplinary training

ITANAGAR, Dec 11: A multi-disciplinary training cum technology demonstration was organised today at Disi Village. Krishi Vigyan Kendra, West Siang, SMS, Plant Protection, Dr. Kangabam Suraj Singh gave a presentation on "Important insect Pests and Diseases of winter vegetables and their management". He emphasized on the control of soil borne pathogens by means of mechanical, cultural and physical practices followed by botanical practices.

KVK, Programme Assistant, Wangnem Rekhung also spoke in detail on "Importance of soil health card for soil fertility management and higher production". She also highlighted the importance of Soil Health Card for improving soil health quality.

A total of 26 farmers and farm women participated in the training.

 

AAPPP denounces Governor’s decision

ITANAGAR, Dec 11: Taking serious exception to the unwanted and unholy activities of state Governor J P Rajkhowa, All Arunachal Pradesh Panchayat Parishad (AAPPP) president Sushil Nallo, in a statement, today urged him to refrain from such activities if he has respect for democracy and the Constitution.

India saw the unconstitutional act of Bihar Governor Buta Singh, who had recommended the dissolution of the Bihar Assembly in 2005 to be sharply criticized by the Supreme Court directing that he should discontinue from office. He had sent his resignation letter to the President on 26.01.06 after then PM asked him to quit.

Regrettably, instead of behaving like the constitutional head of the state, he is aggravating the present political upheaval while behaving like garbarnor, a term not found in any dictionary.

No state governor acted on the basis of unfounded allegations in the past the way the present incumbent is doing without knowing that Arunachal perhaps has India's highest number of NGOs, which have failed to prove their credentials and the masses know about it.

The governor would be responsible for any future consequences, cautioned Nallo, adding that the AAPPP would take up the matter with All India Panchayat Parishad, to which it is affiliated.

The state is suffering by the present situation, Nallo said and exhorted all party legislators to come together to resolve it in the greater interest of the state to allow the GoAP to function effectively. Shamefully, Union UD & Parliamentary Affairs Minister M Venkaiah Naidu 20.06.14 had said all political appointees should resign voluntarily. But can he deny that the NDA Govt has not resorted to political appointments including Rajkhowa and Nagaland Governor Governor P B Acharya, Nallo questioned? The GoAP aware of the sensitiveness of this strategic state should call Rajkhowa back him immediately in the greater interest of the state, he added.

 

Orgs questions NES, ANSU

ITANAGAR, Dec 11: The Arunachal Youth Organization (AYO) has condemned the Nyishi Elite Society (NES) for terming Governor JP Rajkhowa as anti-Nyishi.

In a release, it said that NES is a community based social organization and should refrain itself from being politically inclined adding that it should not give communal statements.

The move by the Governor is purely based on current political crisis in the state and is exercising the power conferred upon him, it defended.

The organization has also opposed the proposed protest rally by NES to be held on December 14 next.

The Arunachal Students' Federation in a similar release said that the NES headed by its president Bengia Tolum is provoking communal atmosphere where peaceful atmosphere amongst the different communities of the state is going to face dangerous situation in the days to come. It has urged NES to refrain from playing communal politics.

United Organization of Arunachal Pradesh in its release stated that being a Non Governmental Organization (NGO) the NES doesn't have any jurisdiction to question or challenge the decision of any constitutional body.

Claiming that most of the executive members of NES were govt employees and they were bound with the service rules, the organization called upon the Chief Secretary to immediately initiate disciplinary proceeding against the public servants and put the guilty under suspension. While terming the declaration of the Governor as Anti-Nyishi by NES as complete immature, the UOAP cautioned the NES not to try to flare up the matter by giving it a communal to protect a particular family in the name of entire community.

The Arunachal Pradesh United Youth Organization (APUYO) has denounced the All Nyishi Students' Union (ANSU) for asking ouster of Governor JP Rajkhowa.

It asked ANSU to remain neutral in political affairs and instead focus on students' issues.

Meanwhile, the Nyishi Youth Welfare Association (NYWA) vehemently condemned the decision of NES for organizing protest rally on Dec 14 saying that NES is misusing the Society's organization for political purpose.  Association also alleged financial mismanagement by the CM and demanded his resignation.

 

Committee to review work

ROING, Dec 11: The 11th District Level Monitoring Committee (DLMC) Meeting was held at DC Office Chamber today to review the progress of works implemented under various programmes in the district.

Deputy Commissioner Ravi Dhawan called for inspection of the ongoing projects along with the Members of the DLMC during this winter. He urged the Heads of the Executing Agencies to jointly conduct an Orientation Programme for the Public Representatives by the first week of January next to make them aware of the technical terminology commonly used by the departments during the execution of their works.  He opined that such knowledge if imparted will help them in better monitoring of the projects being implemented in their area.

Heads of the Executing Agencies have highlighted the progress of the works. Some of the major projects completed in the district are Polytechnic College Building at Simari including Academic Block, 50 seated boys hostel and Residential buildings which is likely to be taken over by the Principal of Polytechnic College, within this month.

Other major projects like RCC Urban Roads of the Roing Township executed by PWD and DUDA and the new Indoor Patient Block of the District Hospital are expected to be completed within March 2016.

Outreach tour to remote Taposo village

ITANAGAR, Dec 11: An outreach tour programme to remote Taposo village under Dissing Passo, East Kameng  district was organized by the ADC Seijosa from Dec 9 to 10.   

Scheduled Tribe Certificates, Permanent Residential Certificates and Income Certificates were issued on the spot to the applicants by the team led by ADC Seijosa, TR Tapu during the outreach programme.

A health team led by Medical Officer, Dr. Kamku Pordung attended to the sick and old, and distributed free medicines to the patients. Free medicated mosquito nets were also distributed to the villagers.

Senior VFA, Haren Hazarika attended to the sick domestic animals in which a Mithun calf injured by a leopard was also given medicine.

Further, a general meeting was conducted in which discussions regarding poor condition of the village school, absence of electricity, lack of road communication, illegal timber smuggling etc were taken up and a follow up action plan was chalked out to address the problems.

ITANAGAR, Dec 11: Claiming that the proprietor of M/S N E Agency, who is executing various works of NIT Jote under the executing agency Hindustan Prefab Limited Company, is the wife of the chief minister, The All Arunachal Pradesh Non-Registration Contractors' Association (AAPNRCA) in its representation submitted to the Governor has demanded that CBI enquiry be set up at the earliest to unearth the truth.

The works undertaken by M/S N E Agency is construction of director's bungalow, administrative building and academic building (civil and mechanical), construction of retaining wall (director bungalow and admin block), road work and miscellaneous work, construction of temporary steel bridge, construction of RCC U shaped drain cum retaining wall for hill bottom of administrative building at NIT, Jote, construction of RCC slab over temporary steel bridge and construction of UG hostel for girls and type-IV (B) quarter for PEB structure.

 

Rice Day

ROING, Dec 11: In the continuing efforts to streamline the PDS system in Lower Dibang Valley, the district administration implemented Rice Day for the second time on Dec 9-10 last.

During these two days, 48.25% of the ration card holders under Roing, Parbuk, Koronu, Hunli and Desali Circles availed the benefits on Rice Day. Out of 12627 Card Holders in the district, 6092 Card Holders received their entitled rice on these days.

ITANAGAR, Dec 11: Arunachal Pradesh NHM Employees Association (APNHMEA) has called off the proposed 10 days pen down strike following assurance from the Govt. to release the pending salary of NHM staff (both technical & non-technical) within a week.

 

Training on driving skill

ITANAGAR, Dec 11: With the aim of reducing rising motor vehicle accident cases in Tezu town, the Lohit District Administration under the initiative of Deputy Commissioner Tamiyo Tatak has decided to impart training on driving skills and defensive driving every Saturday at office premises of the DTO, Tezu by a team of officers and officials constituted specially for it.

The team comprising the DTO, MVI, OC (Traffic Cell) of Tezu Police Station and Foreman, RWD will also organize awareness campaign on road safety and the importance and benefit of installing high security registration plate (HSRP) in vehicles.

 

DA’s effort to revamp Bulyang

ZIRO, Dec 11: In order to revamp Bulyang, the age old traditional law institution of the Apatanis, Deputy Commissioner Kanki Darang convened a meeting with the Bulyang members, Gaon Buras and representatives of the non government organizations at Ziro Plateau today.

Addressing the gathering, he said that there is need to be a method to amalgamate Bulyang and the Gaon Burah into one unified stronger institute.

He suggested relaxation in the membership criteria, wherein not just the members of the Bulyang clan, but the Gaon buras will also be eligible to be members of the Bulyang.

According to the 1945 Assam Frontier Act, Gaon Burahs have been empowered with certain judiciary powers for the upkeep of law and order of the area. However since membership of Bulyang is inherited, most of the time Gaon Burahs are not members of the Bulyang, leading to existence of two parallel law entities in the villages, the DC noticed.

He however called upon the members to brainstorm and work out a middle path.

Members from the Bulyang, Tani Spun Dukun,Apatanis cultural and literary society, Bar Council, Lower Subansiri and Panchayat members also presented their views and opinions. They lauded the noble initiative of the Deputy Commissioner and unanimously felt the need to revamp the age old Bulyang. However, they also felt the need to consult all stakeholders before adopting a resolution. DIPRO

 

Play sports to stay physically fit

and healthy: Tacho

ITANAGAR, Dec 11: Playing sports is the best way to stay physically fit, healthy and mentally sound, said Health & Family Welfare Minister Rajesh Tacho. The Minister was addressing the opening ceremony of the second Chief Minister's Sub-Veteran and Veteran state open Badminton Championship at Raj Bhawan Stadium here today.

Lauding Chief Minister Nabam Tuki for his initiatives in encouraging games and sports in the state, Tacho informed that Arunachal Pradesh has been able to make a mark in sports sector with many sportspersons in various discipines winning medals at different national and international level competitions thus making people of the state proud.

Later, he declared the tournament open.

Altogether 37 matches were played on the opening day.

Tawang MLA Tsering Tashi and Arunachal State Badminton Association Secretary and Political Advisor to CM Bamang Tago were also present on the occasion.

Naharlagun United today

ITANAGAR, Dec 11: Siang Highlanders will be eyeing their maiden Veteran Cup Football title when they will take on Naharlagun United FC in the final at Rajiv Gandhi Stadium Naharlagun tomorrow.

This is the repeat of last year's semi-final where Siang Highlanders shocked the defending champion NUFC in a penalty shootout.

NUFC have the chance to avenge the last year's semifinal defeat. The team will also be eyeing their second champion title. The Veteran Cup was started in 2013 and Naharlagun United was the champion of the first ever edition. It defeated arch-rival Arunachal United in the final. Arunachal United became champion of the second edition defeating Siang Highlanders in the final in 2014.

Behind the curtains

The event of maiden inclusion of Apatani Cultural Landscape and Thembang Dzong village, Arunachal Pradesh in the tentative list of UNESCO World Heritage Sites has evoked widespread sensation and enthusiasm among the tribal people. Thereby, it has been much talked issue among the stake holders in Arunachal Pradesh. So naturally and adequately Ziro valley, a land of enigmatic beauty and cultural landscape having unique feature of – ‘Outstanding Universal Value’, and the Thembang Dzong (Fortified Village), a vernacular village architectural evidence are now the headlines in print media after receiving the nomination in tentative list of World Heritage Sites.

It is in fact, a matter of glory and honour for the indigenous people of this state. So, both the sites may naturally be considered as ‘National Heritage’, as soon as proposal for considering as world Heritage sites have been forwarded to the UNESCO, by the Govt. of India. It is also the basic step of achievement towards goal. The pertinent issue of World Heritage matter has spread alluring consciousness among the people and stakeholders to further improve and conserve the existing wealth. The event has generated conducive spirits and psychological involvement among the people to prevent human vandalism in the name of development in multidimensional spheres.

The local people are gradually getting consciousness to preserve their heritage wealth so persistently sustained by forefathers’ as part of their traditional pride. But inclusion of both the sites in tentative list from Arunachal Pradesh has not easily been done. It has been possible after-overcoming a complex and series of hurdles and crosschecks by the different nodal agencies engaged by the Govt. of India and UNESCO representative stationed at New Delhi.

Behind the curtain to table the proposal in favour of Ziro valley and Thembang Dzong as proposed world Heritage sites is an outcome of enduring activities and persistent efforts of the Research Department of Govt. of Arunachal Pradesh over a decade. In Arunachal Pradesh, Directorate of Research under the aegis of Department of Cultural Affairs is nodal agency in World Heritage Matters. It has a long phase or mechanism to achieve present development which is to be depicted for the sake of documenting the history to conceptualise this dream venture. It is neither to pretend beating drum, nor to glorify any person rather to record the factual reality. It has been possible by dint of adequate patronage of apex policy makers whose names are worthy to mention; the Chief Minister  Nabam Tuki, the Chief Secretary Ramesh Negi, the then Parliamentary Secretary Padi Richo and the then Secretary Cultural Affairs Indra Mallo. This has been a humble submission to record the entire gamut of whole world heritage episodes – chronologically.

In course of partial fulfillment of my training in Archaeology, under the Archaeological Survey of India (ASI), New Delhi, I was involved in the Archaeological Excavation of the Harappan (Indus Valley Civilisation) site at ‘DHOLAVIRA’ in the Great Runn of Kutch in Gujarat, a sentinel village of India, which is only 45km. from Karachi, Pakistan. During the year 1991-93 I had a chance to participate as one of the main archaeological excavators under the direct guidance of Padma Bhushan Dr. R S Bisht, an eminent Archaeologist and expert in Harrapan (Indus Valley Civilisation) Culture, who was also the Director, Institute of Archaeology, Archaeological Survey of India.

During the excavation Dr. Bisht used to exhort that Dholavira – the Harrapan cultural site existed in Indian Territory might be recognized as World Heritage Site by UNESCO one day if the site could be excavated fully. I had learnt for the first time about the criteria to be World Heritage Site. During two years training course, the trainees were taken to the prominent archaeological sites for practical training like Ajanta, Ellora, Bhimvetka, Shor temples of South, group of ancient temples Patta Dakal, Hassan, Haspet, Vijaynagar Hampi, Taj Mahal, Sanchi Stupa etc. These monuments are prominent World Heritage Sites of India. These were the part of training of conservation and preservation of Heritage Sites.

After completion of full practical training, I returned to Arunachal Pradesh as well as in Research Department. Meanwhile, under my initiation Archaeology section was created in Research Department bifurcating History section.

With bifurcation, a full-fledged Archaeology section was created in the year 1996, which paved a new arena for widening Archaeological activities in Arunachal Pradesh hitherto. A number of scientific Archaeological exploration, survey and excavation had been undertaken to unearth the heritage sites, monuments of pre-historic and historic periods. As outcome of these activities it has been focused that Arunachal Pradesh is studded with archaeological sites and monuments.

All these archaeological activities could able to draw the attention and importance of nodal agency of national archaeological body – Archaeological Survey of India. The Archaeological Survey of India (ASI) inducted one member from Arunachal Pradesh in Central Advisory Board of Archaeology (CABA). Fortunately, I was selected as one of the members of “Central Advisory Board of Archaeology” (CABA) as being only trained and chartered archeologist from Arunachal Pradesh by then.

Being a CABA member, I frequently attended meetings at New Delhi and gained experiences listening and participating in the series of discussions on heritage matters including world heritage affairs in the CABA meeting and other workshops. I attended a number of workshops on the subject heritage affairs like Archaeological, Museological and Archival matters. All these sowed the seeds of dream in the core of my mind to submit proposal for considering the heritage sites of Arunachal Pradesh to the State Govt. and Govt. of India as well for endorsement to UNESCO to be probable world heritage site. Ultimately I was able to feel the need for submission a proposal (on file No. RES(DR)-84/2004) to the Govt. on 16th March 2004. The request was made to send the proposal and invitation to the UNESCO – members stationed at Delhi for visiting Ziro to take up for further course of action for recognizing/ identifying World Heritage Site. Later on an initiative was taken up to collect the address where the proposal for declaring as a world heritage site and to evaluate the feasibility of Apatani Valley had to be submitted.

In response of telephonic communication the address for communication was – intimated through a letter. The letter was endorsed to the nodal department i.e Directorate of Research to undertake further needful action by apex policy making authority of the State Government. But the initiatives in those days could not achieve any success due to some unsurpassable factors. It might be that nodal department could not convince the local and state level political authority regarding the feasibility and potentiality on the matter.

Again the dormant dream was alive after receiving a letter addressed to the Chief Secretary from Jawahar Sarkar, Secretary Ministry of Culture, Govt. of India vide DD.No.2-21/2009-UNESCO CELL, dated 24th April…. It had been informed through the letter received on 6th May 2009 that UNESCO was seeking the submission of nomination of dossiers to the World Heritage Committee of UNESCO for inscribing various heritage sites on the World Heritage List. The objectives of UNESCO as communicated in the later as follow “UNESCO has recently commend an activity of a similar kind in the area of Intangible Cultural Heritage (ICH) which is also called ‘Living Heritage’ means the practices, expressions, knowledge, skills of a people as well as the instruments, objects, artifacts and cultural spaces associated therewith that communities/ groups/individuals recognize as part of their Cultural Heritage. Thus ICH can be manifested interalia, in any of the following domains; oral traditions and expressions including languages, performing arts, social practices, rituals, festivals, events, knowledge and practices concerning nature and universe as well as traditional craftsmanship.”

Y.D. Thongchi, the then Secretary cum Commissioner directed in inspiratory note to the nodal department, i.e the Directorate of Research to forward accomplishing World Heritage matters sincerely. In connotation of the direction, the departmental activities were rejuvenated led by myself as Director of Research and a Heritage manager too. Commissioner Y.D. Thongchi and I attended a number of meetings and workshops on heritage and World Heritage matters. Prior to that, I participated as maiden participant representing Arunachal Pradesh in first ever workshop on World Heritage sites held on 15th to 18th June 2008 at Humpi.

The theme of Workshop was – “How to become and Remain a World Heritage Sites” organized by the UNESCO in collaboration with the Archaeological Survey of India (ASI). The workshop contributed a clear vision to deal with the World Heritage matters, particularly the criteria of World Heritage and mechanism of submission of proposals. Again, I attended a seminar on ‘World Heritage Sites’ at Bangalore on 20th & 21st June’2008. These two events of workshop and seminar on World Heritage matters were illuminating and eye opening for the representatives of those states who were yet to capable to submit the proposal of World Heritage site.

The core points discussed there as new concepts in world Heritage, Cultural Landscape, the World Heritage convention; tentative list and nomination process, concept, evolving definition of cultural heritage, criteria for nomination process, - outstanding universal value, authenticity and integrity, implementing the WH convention in India, conservation in India, conservation and management tools and practices, management plans and their sub plains (studies, survey and strategies), process, collaboration. Importance of inventorying and documentation, conservation approach of international standard, terminology, practices, capacity building, linking factors of conservation of cultural and natural heritage, maintenance of retrospective inventory i.e. Maps, boundaries, - statement OUV, core and buffer zone and challenges were ventilated to participants.

The matter was briefed to the then commissioner cum Secretary Y.D. Thongchi who as usual inspired me to undertake sincere initiative from research department aiming to achieve the goal. Later on the matter was also discussed with Padi Richo MLA Ziro and Parliamentary Secretary on World Heritage matters who strongly encouraged and promised to extend all sort of required /cooperation for the interest of Arunachal Pradesh. He was ready to come forward for any sort of help if any hindrance occurred.

Here, it is to be noted that UNESCO, Paris is the authority to recognize any nature of World Heritage sites as world Heritage site of a country since 1972, if the site, monument is having “Outstanding Universal Value” (OUV). Ten criteria were adopted for incorporating cultural and natural heritage for inscription in UNESCO list as given below:-

Criteria for Assessment of OUV for declaration of WHS

(i) Represent a masterpiece of human creative genius.

(ii) Exhibit an important interchange of human values, over a span of or within a cultural area of the world, on developments in architecture or technology, monumental arts, town planning or landscape design;

(iii) Bear a unique or at least exceptional testimony to a cultural tradition or to a – civilization which is living or which has disappeared,

(iv) Be an outstanding example of a type of building, architectural or technological ensemble or landscape which illustrates significant stage(s) in human history;

(v) Be an outstanding example of a traditional human settlement, land use, or sea use which is representative of a culture (or cultures) or human interaction with the environment especially when it has become vulnerable under the impact of irreversible change.

(vi) Be directly or tangible – associated with events or living traditions, with ideas or with beliefs, with artistic and literary works of outstanding universal significance. (The committee considers that this criterion should preferably be used in conjunction with other criteria);

(vii) Contain superlative natural phenomena or areas of exceptional natural beauty and aesthetic importance;

(viii) Be outstanding examples representing major stages of earth’s history including the record of life, significant ongoing geological processes in the development of land forms or significant geomorphic or physiographic features;

(ix) Be outstanding examples- representing significant ongoing ecological and biological processes in the evolution and development of terrestrial, fresh water, coastal and marine ecosystem and communities of plants and animals;

(x) Contain the most important and significant natural habitats for in-site conservation of biological diversity, including those containing threatened species of – outstanding universal value from the point of view of science or conservation.

In the meantime Indra Malo, IAS took over the charge of secretary cultural affairs from  Y.D. Thongchi, IAS on his superannuation. During that time entire India was compartmentalized into five zones to deal in WH matters more effectively. Arunachal Pradesh naturally came under N.E. Zone. On 25th August 2012, a regional workshop on “World Heritage Revising tentative list of India” organized by ASI, New Delhi and Department of Cultural Affairs, Govt. of Assam was held at Guwahati. The invitation letter was received from Ms. Sikha Jain, Member Secretary on World Heritage Matters under the aegis of the Ministry of Culture, Govt. of India seeking preparedness of properties on tentative list for World Heritage status for those states who already submitted proposals. Mamta Riba APCS, the then Director of Art and Culture and I were nominated by the state Government to participate in the workshop held at Guwahati.

I prepared the required power point presentation for the following three sites.

(a) Gorcham Chorten (stupa) of Zemithang, Tawang District.

(b) Thembang Dzong (a fortified Monpa village), West Kameng District.

(c) Ziro (Apatani) valley and Talley Valley, Lower Subansiri District.

In the workshop no site was selected or finalized by the nodal agency of government of India. All the presented power point proposals by all the North East states were taken to Delhi to explore the feasibility to include in the tentative list of India. On 14th October 2013, the Advisory Committee on World Heritage Matter (ACWHM) intimated us to send write up and filled format for inclusion of following two sites in the revised tentative list of India viz:

(a) Ziro / Talley valley

(b) Themabng Dzong.

Accordingly, inventory for two sites were submitted within the stipulated time. Before inclusion in the tentative list of India, Advisory committee on World Heritage Matters (ACWHM) intended to visit the proposed site – Ziro and Talley valley to have a detailed and practical verification of the properties and also to see empirically if OUV really existed there. This matter was taken before the state Government. The then MLA Ziro, Padi Richo took initiative to invite the team and apprised to CM for all needful action on the matter. After learning that two sites in Arunachal Pradesh are being noticed by UNESCO for World Heritage tag the CM enthusiastically approved all the proposals on the matter. Because of personal initiative of Padi Richo, the then MLA cum Parliamentary Secretary Land Management and Urban Development and Dani Salu, Secretary IPR, protocol, the team was invited as State Guest and they accompanied the team of WHS to Ziro-Apatani valley on 29th January to 2nd February 2014 and interacted with the stake holder NGOs of Ziro Valley. The event of enlistment in tentative list of UNESCO WHS is a revolutionary achievement of Government of Arunachal Pradesh in the anal of this sentinel state which needs to be projected with utmost importance.

They suggested to devise a state level protection and management legislation. The state Archaeological Ancient Monument and archaeological sites and Remains Act 1990; is not sufficient which does not cover all the required aspects. Separate Heritage Act may be necessary to be legislated or the present existing Act may be amended with inclusion certain required aspects to cover the cultural and landscape site to meet up the required criteria. They also suggested changing the nomenclature of Ziro Talley Valley as the Apatani Cultural Landscape Heritage site. Accordingly inventory was made which was accepted and short listed in the tentative list by the Advisory Committee on World Heritage Matters (ACWHM), India.

Ramesh Negi, Chief Secretary accompanied by Dani Salu, Secretary Cultural Affairs and I visited Ziro on 3rd and 4th May’14 to take stock on preparedness and held first ever Review meeting on WHS. The follow-up action on the meeting was reviewed on 31st Oct’14.

As part of that, awareness meetings were organized at Ziro and Thembang subsequently involving stakeholders, local administration and PRI members to conserve and augment the heritage wealth, local consultative committee headed by DC and ADC consisting of local NGO’s. The local consultative committees (NGO’s) have been extending their patriotic services to ascertain public participation and also to convince the people in connection with all round benefits of World Heritage Sites if finally obtained.

The event of inclusions of two sites in tentative list of World Heritage Sites from Arunachal Pradesh created a positivity among the people in general and stakeholders in particular. The nodal department, Directorate of Research was involved to undertake all out efforts to accomplish the remaining tasks and responsibilities collectively.

The work of preparation of Dossiers are undergoing in full swing which are herculean task. A lot of data and information are to be accumulated for convincingly presentation in the dossier stating that the property has to sufficient administrative and customary equipments which would sustain the property for which it is inscribed. Thus, vast research works have to be done for which working group consisting of the officers of Research Department have been endeavouring sincerely.

Status reports of preparation of Dossiers have already been submitted to the Director of World Heritage, ASI New Delhi and Advisory Committee on World Heritage Matters. Meanwhile a separate Heritage Act was drafted by the Department and submitted for legislation. Heritage Act Bill – 2015 was passed in the floor of the assembly and sent to the Governor for necessary assent the bill to transform into Act.

Heritage Act is essential prerequisite for preparation of Dossier as an administrative instrument for preservation and protection of World Heritage Property and its sustenance. Dossiers are to be designed technically keeping in view of the Act and local customary laws. The Department is awaiting to obtain the Heritage Act from the  government as it is yet to be released from the Governor. But time is running forward for submitting the Dossier.

It is to be conveyed that the proposals mooted for inscribing in the tentative list of UNESCO World Heritage Sites in Arunachal Pradesh has been bi-product of enduring activities, persistent efforts and passionate zeal over a decade by nodal department i.e. Directorate of Research and collective team work undertaken by the apex policy making body of the state towards fulfillment of the long cherished dream. The dream is yet to be finally fulfilled to obtain final institution of World Heritage tag. For which a constituted working group of Research Department has been endeavoring with sincere devotion under the captaincy of Secretary Cultural Affairs Dani Salu, Director of Research Batem Pertin, State consultant of World Heritage Matters to overcome the remaining hurdles. Cabinet contest Governor’s stand

ITANAGAR, Dec 11: Taking serious note of the order for pre-poning the Legislative Assembly session and seeking resolution for removal of Speaker as first agenda of the house in the first sitting, the State Cabinet today sought clarification.  The Cabinet further said that opinion of the Advocate General and other legal luminaries be taken as soon as possible to clarify the matter and Speaker be advised to keep the matter of pre-poning Arunachal Pradesh Legislative Assembly Session from Jan 14 to December 16  under consideration.

The State Cabinet headed by Chief Minister Nabam Tuki which held its sitting today took note of the order dated Dec 9 issued by the Governor.

Govt spokesperson Bamang Felix in a statement said that Cabinet has taken serious note of the said Order and the Message. "This order and message raises important constitutional issues regarding functioning of the State Legislature and Government as well as role of the Governor", the statement  said adding the cabinet also noted that since the establishment of State Assembly in Arunachal Pradesh, there has not been any precedence or occasion that the house has been summoned by the Governor without the advice of Cabinet.

The cabinet asked whether there is any provision in the Constitution of India, which empower the Governor to pre-pone Arunachal Pradesh Legislative Assembly's session or that Governor is empowered under Article 174(1) of the Constitution of India to pre-pone Arunachal Pradesh Legislative Assembly's session, without consulting the Chief Minister and Council of Ministers.

 It further wanted to know whether the Order dated 09.12.2015 of the Governor is contrary to the mandate of Rule 3 Rules of Procedure and Conduct of Business.

Can the Governor of Arunachal Pradesh issue a Message under article 175(2) of the Constitution of India fixing 'Resolution for removal of Speaker' as first item of the business, bypassing the Business Advisory Committee of the State Legislature," the  Cabinet asked as it sought the opinion of the legal experts  to clarify the matter.

 

 

APCC alleges Pul of using Assam

based business tycoon to buy MLAs

ITANAGAR, Dec 11: The Arunachal Pradesh Congress Committee (APCC) Legal Cell today lodged complaint against MLA Kalikho Pul in Itanagar Police Station alleging him of committing serious offense relating to bribery and illegal gratification. Equipped with alleged communication details of Pul having conversation with Assam based business tycoon Romeo Neog seeking financial help to buy MLAs to revolt against the present incumbent CM, APCC legal cell Co-Convenor Tadar Nanang lodged the complaint.

Nanang in his complaint alleged former minister Pul of acquiring funds to secure his nefarious designs to entice INC MLAs to join BJP to pave the way for him to become Chief Minister.

"Pul and his team have been conspiring for defection from the Indian National Congress with the intention to merge with BJP. Sole motive of the conspiracy is to dethrone the present CM from his chair through means of creating serious law and order problem in the state," read the statement of APCC. When contacted capital police acknowledged that a complaint has been received at Itanagar PS.

 

 

Crisis in state is purely political: PPA

ITANAGAR, Dec 11: People's Party of Arunachal (PPA) stated that the present 'crisis' in the state is purely political in nature and is an attempt to do away with the leader heading the Government against whom serious charges of corruption are lying pending in the court.

Taking note of the protest rally announced by Nyishi Elite Society (NES) against the decision of the Governor to summon assembly session for no confidence motion against the Speaker of the Arunachal Pradesh Legislative Assembly, PPA president Kahfa Bengia said, "Communal mobilization of a political issue to shield and protect a corrupt leader is a great political tragedy for a peaceful state."

"When the issue is political and the battle is in between the elected legislators then why can't we let them settle the score among themselves within the four walls of the Assembly hall," said Kahfa, in a release.

The party appealed to one and all to respect and honor the undying sprit of unity in diversity that keeps all the tribes and communities binding.  "We must realize that the 60-member Assembly of Legislators in the state proportionately represents the various regions and communities in the state.  Every tribe and community has dreams and aspirations that could be democratically realized through their elected Legislators.  It would be politically suicidal and murderous to impose and dictate opinions on the rest of the communities by a particular community," he said.

"NES and ANSU being the elite organizations representing one of the largest communities in the state should sincerely make a soul searching exercise and call off the rally," Kahfa said.

Secretary General of the party Kaling Jerang, stated: "The Chief Minister of the State doesn't simply represent the community he comes from. The moment a leader becomes the Chief Minister of the State, he becomes the leader for all. If he performs well, he will be appreciated and if he is found inefficient and corrupt, he should be removed."

"No body should get emotionally carried away. Let us not ignore the past history for if you ignore history you are doomed to repeating it," he added.

ITANAGAR, Dec 11:  Bharatiya Janata Party' Jan Andolan Committee (JAC) has called the Nyishi Elite Society (NES) to stop giving communal colours to a political issue. JAC statement came after NES alleged the Governor JP Rajkhowa of targeting the Nyishi community over the issue of proposed impeachment of the Speaker of the Arunachal Pradesh Legislative Assembly.

JAC Chairman Tame Phassang today strongly condemned the statement made by NES as he castigated few NES executive members including its President of trying to communalise the political movement in order to save Chief Minister Nabam Tuki.

Phassang termed the NES members as unscrupulous people and warned that any attempt to communalise the political movement will invite collateral damage particularly to Nyishi community.

"It is upto any individuals to decide whether they are pro or anti-Tuki but without using the name of the community" he said while adding that any attempt to communalise the issue would disrupt the social and communal fabric.

Elucidating the flurries of movement and issues raised by JAC and BJP including the demand of CM's resignation and financial crisis, he said that it is a political movement rather than social so it is inappropriate platform for the NES members to jump in.

 "If any organisation dislikes Governor calling a special Legislative Assembly session, they should  come out clear and clean without using community's name " Phassang added.  

Questioning the leadership of NES President Bengia Tolum, Phassang said that he should immediately resign from the post alleging him of misusing the power and community's name by trying to give communal colour to the current political situation.  He added that if any untoward incident happened, NES will be held responsible. Phassang maintained that Arunachal is mini-India, considering its diverse cultures, and doesn't belong to any community saying that no community has right to dictate.

Without naming any particular students organisation, JAC Chairman also appealed to the students organisations to stay away and refrain themselves from involving in politics.

JAC also expressed surprise at the NES statement wherein it claimed that Governor overlooked the impeachment motion moved against Deputy Speaker.

"How come NES knows there was impeachment motion against Deputy Speaker and who moved it" JAC questioned.  

JAC also refuted the allegation that Raj Bhawan is BJP house, clarifying that Raj Bhawan is for all.

It also said that NES statement could also affect Assam-Arunachal relationship, saying that Arunachal-Assam have inextricable bonding since inception.

 

BJP welcomes Guv’s move

ITANAGAR, Dec 11: The state BJP has termed the preponing of the assembly session a welcome move by the Raj Bhawan in the interest of the people of the state.

Alleging that the ruling Congress Government/party is trying to communalize the state politics by indulging in 'dangerous' and unhealthy political practices, State BJP President Tai Tagak cautioned the people of the state not to fall prey to any such attempt to make the issue of current political instability to a communal one which will not be in the best interest of the people of the state.

"We cannot simply overlook the primary responsibility of an elected government in a democratic set up. The Nabam Tuki led government has blatantly dishonoured the mandate of the people and pushed the state into a long-time political stalemate which may pose danger to this frontier state," Tagak said.

The party also said that there was no any wrong in initiating impeachment motion against any office in a constitutional set up to protect the institution, well being of the people and security of the state.

The Governor is the custodian of Constitution and he has to act whenever situation arises, to protect the interests and wellbeing of its citizen, he opined.

 

 

Father kills his own son

ITANAGAR, Dec 11: A student of Rumgong Higher Secondary School was reportedly murdered by his own father.

This case is registered with Rumgong police station under case no. 08/15 US 302/201/34IPC. According to police, the deceased, Tadam Tabo alias Takeng Tabo was killed by his father, Tapir Taboh along with two of his accomplishes Tamang Taboh and Talut Taboh on the night of August 27 last. The body of the deceased was later buried in the bamboo grove behind the house. The incident came to light only when one Taki Tamut, the maternal uncle of the murdered boy, enquired about his absence in the month of October.

SP Pangin D Jini informed this daily that the accused has confessed to killing his son using rat poison who he claimed was mentally unstable in a violent way.

The accused was arrested from Molom village on November 6 last and is now lodged at Aalo police station, under Chief Judicial Magistrate, while his accomplishes are out on bail.

"While the accused had said that he killed his son using rat poison, but there were head injuries," informed the SP further saying that the materials found from the body has been sent for forensic examination.

 

 

Salari finally gets safe drinking water

SALARI,  Dec 11: The people of Salari village erupted in joy as pure and safe drinking water flowed down their village with inauguration of a Water Treatment Plant by local legislator and Minister Hydro-Power Development & Veterinary Science Phurpa Tsering here today.

Perched between the tri-junctions of Bomdila, Nafra and Dirang and famed for its horticultural products specially grapes and oranges, the elixir of life had been eluding denizens of Salari for more than two decades and it had been receiving untreated water from the main source at Bomdila which was a constant cause of misery and sickness to people.

Meanwhile, responding to other demands of the people, Phurpa also assured to help in constructions of a General Ground with VIP gallery, Cultural Hall, an Irrigation Channel to be constructed by PWD and posting of Mathematics and Science teacher at the Govt. Secondary School among others.

Pointing out that untreated water was the main cause of water borne diseases, Dirang ADC D.Riba urged the villagers to treat plant as their common property and help in its upkeep and maintenance.

PHED&WS Bomdila Division Executive Engineer Likha Tekhi informed that the scheme was sanctioned in March 2010 for an estimated cost of Rs. 99.65 lakhs. The WTP consists of Drop-in-Let headwork at intake point followed by primary and sedimentation tanks, Slow Sand Filtration unit, 26 Nos. of Public Stand Post and 5100 Mtrs. of G.I pipes of various sizes which would provide safe and clean drinking water to 438 households besides the Farmer's Training Centre. "Treatment of water has been done at par with the prescribed procedures from where people can consume from tap or conveyance directly. All the physical and biological treatments have been done to ensure potable water supply", informed Er. Tekhi while adding that the designed life of scheme was 15 years, per capita cost of scheme Rs. 22753.00 and present quantity of water supply per head per day was 107 litres.

Thembang ZPM Jam Tsering, former ZPM Jambey Dorjee and Salari ASM Tsering Dorjee also spoke on the occasion.

 

 

Power Grid Sub-stations in East Siang on pipeline

PASIGHAT, Dec 11: With a view to meet the growing power demand and strengthen power Transmission and Distribution system in the state, the Power Grid Corporation of the India Limited (PGCIL) is executing works in Ruksin and Pasighat areas of East Siang district.

State government sources said that 24 more new grid sub-stations along 1917 kms of grid lines (including parts of Sikkim) are coming up under Comprehensive Scheme for strengthening of power Transmission & Distribution System and has been taken up under a new Central Sector Plan Scheme of Ministry of Power (MoP), Govt of India.

The state government already issued order for placing officers for operation and maintenance of the State Grid Systems and Grid Sub-Stations, which are located at Daporijo, Aalo, Niglok (Ruksin), Napit (Pasighat), Deomali, Itanagar, Naharlagun, Bhalukpong and Khuppi. The estimated cost for PGCIL projects in the state is around Rs. 3,200 crores.

Power department sources said that two Grid Sub-stations have been proposed in East Siang. Thus, Grid Sub-stations with a capacity of 63 MW (31.5 X 2 units) has been approved to be set up at Niglok Industrial Growth Centre (IGC), 7 kms from Ruksin ADC headquarter. It is especially to meet the high power demand in the industrial centre, wherein setting of small scale and medium industries of different kinds have been proposed.

Another such Sub-station with 3 MW capacity is to be constructed at Napit village near Pasighat town.

It may be recalled that that the Cabinet Committee on Economic Affairs under Union government during September 2014 approved the Comprehensive Scheme for Strengthening of Transmission & Distribution Systems in Arunachal Pradesh and Sikkim at an estimated cost of Rs.4754.42 crore.

Central Electricity Authority (CEA), observing weak intra-state transmission and distribution systems in the North-Eastern states has developed the Comprehensive Scheme for strengthening of power Transmission & Distribution System for the region in consultation with the PGCIL. As per report, only 5 out of 20 Arunachal districts are connected to transmission network at 132/220 KV. The 33 KV transmission system is the backbone of power distribution system in the landlocked State as power demand is scattered over large distances covering its geographical area of 84,000 sq.km.

The project including Sub-stations and grid transmission lines would be implemented through PGCIL with its consultancy fee of 1.2 percent of the execution cost. After commissioning, the projects would be owned and maintained by the State government.

 

 

AAPSU demands start of airport construction soon

ITANAGAR, Dec 11: All Arunachal Pradesh Student's Union (AAPSU) demanded the State Government to expedite all works relating to the proposed Greenfield Airport at Hollongi and ensure that the construction works of the airport is started within two months.

AAPSU also demanded immediate deletion of names of Chakma and Hajong refugees from the compensation list.

"How can the refugees, who are neither APSTs nor permanent residents of Arunachal Pradesh, be entitled for land compensation?" AAPSU questioned, and threatened to launch democratic movement against the State Govt. in case of any failure to remove the refugees from the compensation list at the earliest.

AAPSU felt that the prolonged delay in starting of the works of the proposed airport has greatly hampered the development in the state.

Condemning the Governor's alleged anti-Arunachalee activities, AAPSU stated that the immature comment given by the Governor and the letter written by him to the PMO with regards to the Greenfield Airport has brought the project works to a complete halt.

"We strongly condemn his anti-development and anti-Arunachalee attitude," the AAPSU release stated.

Further, the State govt. should speed up works relating to the airport.

Earlier, an AAPSU team led by its president Kamta Lapung visited the proposed airport site at Hollongi to take stock of the ground realities. The locals of Hollongi led by Nera Techi also joined the AAPSU team during the visit.

Meanwhile, AAPSU reiterated its demand to the Centre for immediate recall of the Governor in the greater interest of the indigenous people of the state.

"The people of the state had lot of expectations from the present Governor when he took oath of office. They hoped the governor as the constitutional head of the state would uphold the dignity of the Indian Constitution and always work for the interests of the Arunachalees. But several instances have clearly reflected his negative mindset and anti-Arunachalee attitude," the AAPSU release stated.

Further continuance of Rajkhowa as the Governor of the state would be detrimental to the state in all front, AAPSU added.

The AAPSU today reviewed its demand made for the recall of the Governor on expiry of two months. The union had also written to President of India in this regard earlier.

AAPSU will hold an emergency sitting at its headquarters NEFA Club Building tomorrow.

 

 

NCP joins bandwagon demanding ouster of Governor

ITANAGAR, Dec 11: Joining the bandwagon demanding ouster of Governor JP Rajkhowa, the State Nationalist Congress Party (NCP) today adopted resolution for recall of the Governor.

"Rajkhowa's presence as Governor in the state is very sensitive," the party stated in a release, and decided to submit memorandum to the President of India and Prime Minister very shortly to avoid political turmoil and law and order problems in the state.

Terming the preponing of the session of the 6th State Legislative Assembly session by the Governor as very unfortunate, the state NCP unit said that the Governor has summoned the assembly session without the knowledge of the Council of Ministers and the Speaker which is a violation of all the Constitutional procedures.

"No doubt, the Governor is the constitutional head of the state but in reality Governor is the nominal head of the state. Therefore, Rajkhowa should know his constitutional limitation," the party Spokesperson said.

The party also alleged that Rajkhowa is using the Raj Bhawan as the BJP and RSS headquarters where conspiracy are being plotted to topple the democratically elected state Govt.

It also took serious note on the Governor's alleged anti-Arunachal activities suggesting the Prime Minister to stop various important projects and funds for the people of Arunachal Pradesh on the pretext of unfounded complaints from various politically motivated quarters.

"Rajkhowa's interference in the functioning of various department of the state govt. and  his action directly calling secretaries and Commissioners to the Raj Bhawan and asking them to directly report to him  is not only unethical but also deserves condemnation from all," Nima said.

The State NCP opined that the impeachment motion for removal of the Speaker cannot be processed now until and unless courts give final verdict regarding disqualification of the two MLAs. The case is still subjudice in the Guwahati high court, it said.

The State NCP urged the Governor to maintain the sanctity of the governor's office and at the same time be aware from being misguided by political parties, pressure groups and other social organizations.

 

 

DC directs MOs to submit encroachment reports

ITANAGAR, Dec 11: Taking a stern note on encroachment of land in various health facilities of Papum Pare district, DC Papum Pare, Tai Kaye has directed the Medical Officer in-charges to urgently submit land encroachment report to their concern COs/SDOs and for further submission to the district authority for necessary action.

DC Kaye was chairing the Governing Body Meeting cum 3rd Quarter Review Meeting of the District Health Society, today at ZPC Conference Hall, Yupia.

Kaye called on all the MO in-charges, DDSE and Dy. Director (ICDS) and other line departments to work together for successful implementation of all national health programmes.

It was also decided in the meeting to officially communicate to Ramakrishna Mission authority for not giving adequate Zero Dose OPV & BCG to institutional deliveries and to Arunachal State Hospital, Naharlagun for non-functional SNCU.

Addressing the meeting, DMO, Yupia, Dr. S Ronya has directed all the Medical Officer in-charges and all field health workers to report their activities correctly, consistently and clarity.

Karate Championship begins

ITANAGAR, Dec 11: Young and budding karate players from 17 districts and two sports institutes would be seen performing competitive martial arts-the ancient form of self defence-during the two-day state level 20th Sub-Junior, Cadet and Junior Karate Do Championship which began at Indoor Stadium, Yupia today.

The opening ceremony that lasted for around half-an hour before declaring the Championship open by Parliamentary Secretary Tapuk Taku, saw display of Kata by Commonwealth Silver medalist Lipin Ette and others that received thunderous applause from the audience and co-karatekas.

The first gold medal of the championship was won by Tamo Mepo of Sangey Lhaden Sports Academy in Kata in Boys 8 years to 10 years category. The silver and bronze medals in this category went to John Bomge Bui of West Siang and Amit Sangdo of East Kameng.

Addressing the karatekas at the opening ceremony, Parliamentary Secretary Tapuk advised them to abstain from using drugs, alcohol, tobacco and tobacco products which are very harmful to human body. He advised them to totally avoid and remove such bad habits and ideas from their minds to become good sportsperson. Tapuk also advised the budding players to concentrate on their formal education along with sports.

Highlighting the state government's various initiatives for all round development of the sports sector, he advocated for providing incentives to the meritorious sportspersons from time to time as a token of encouragement.

He lauded Arunachal Karate Do Association (AKA) and its dedicated team of officials for their untiring efforts in promoting karate and making it one of the most popular sports in the state. He encouraged AKA and karate players to continue to strive for excellence and bring more laurels to the state.

AKA President Likha Tara highlighted the achievements made by AKA despite various difficulties since its inception. He was elated to see huge number of players and officials participating in the championship proving the growing popularity of Karate among the youngsters. He advised the young and budding players to practice hard and maintain strict discipline.

He informed that the Chief Minister has assured to construct a Karate stadium, a long-felt demand of AKA.

The trio emerged winner among 50 prospecting bodybuilders, screened from 150 competitors, vying for the honour of the event, organized by Arunachal Body Building Association (ABBA) with Abraham K Techi, L Sokun Singh & Issac Debbarma as president, vice president and secretary.

Good health is individual asset, said Home Parliamentary Secretary Likha Saaya, also chief patron of this 3rd edition of the show, before announcing Rs two lakh and one lakh for the winner and runner up respectively as committed last year. The cash awards are very high as per national standard, the judges said.

Had the CM not been indisposed, he would have been here, Saaya said and committed that the next edition with the CM's unstinted support would be of national level.   

The judges, sponsors and media partner - Arunachal Front - were felicitated on the occasion for their support.

Young students jostled with each other to shack hands with Singh while made a beeline to collect his autograph.

Though ABBA is new but Arunachalees have carved a niche for themselves at regional and national level with expansion of infrastructure to promote hidden talents, Techi said in his address, and lauded that the credit for this achievement goes to unstinted support of Chief Minister Nabam Tuki.

He urged the GoAP to fund a gymnasium for the prospective bodybuilders to improve their physiques and compete at all levels.

A new concept for Arunachal

In an interesting move, the Itanagar Municipal Council (IMC) is launching prepaid parking system for private and commercial vehicles within Capital Complex from December 11 onwards.  The IMC claims that this move has been initiated in order to regulate the parking of all private and commercials vehicles within Municipal areas. This is first time that any municipal body is launching prepaid parking system in the state. Even though it might be a new concept for Arunachal but prepaid parking system is followed in various cities across the world.

The cash strapped IMC will be able to earn much needed revenue from this initiative. Also the prepaid system will come handy in tackling the issue of finding parking space. Today it has become very difficult to find parking space in sectors and colonies of capital complex. Adding to it, the wrong parking along national highway often causes massive traffic jam. However with the introduction of prepaid system, IMC will be bound to regulate the parking within their jurisdiction. They will collect fees and therefore it becomes their duty to ensure that vehicles are parked properly. Also the revenue generated from it can be used for improving the basic amenities. As this is a new concept it might take some time for people to understand. People of capital complex should support this initiative of IMC.

Lacking health care system

Dear Editor,

Through the columns of your esteemed daily, I would like to highlight the plight of the Community Health Centre (CHC), Nacho. The CHC Nacho is one of the five CHCs of Upper Subansiri District but it neither has sufficient number of manpower nor infrastructure. The Community Health Centre has been functioning with only 18 to 19 staffs in total including a single doctor who is a homeopathic practitioner.

In almost all the time, these staffs remain absent from the facility. In the CHC Nacho, there is only one doctor, a health assistant, a pharmacist, two GNMs, an ANM, a laboratory technician and few D-group staffs. In terms of physical infrastructure, the CHC Nacho is functioning from a single type-IV type building for years. It has only four to five small-small rooms. The CHC Nacho is a 20 bedded health centre, but has only three beds for inpatients. There is no laboratory, no doctor’s room, no nurse’s duty room, no sufficient staff quarters, and many more deficient, both in terms of manpower and physical infrastructure.

As per the rules of the Indian Public Health Standard (IPHS), in a Community Health Centre (CHC), there should be at least one Block Medical Officer or Medical Superintendent, one Public Health Specialist and a Nurse, General Surgeon, Physician, Obstetrician and Gynaecologist, Paediatrician, Anaesthetist, Dental Surgeon, one Medical Officer-AYUSH, two General Duty Medical Officers, ten Staff Nurse, one Pharmacist, one Pharmacist-AYUSH, two laboratory technicians, a Radiographer, a Dietician, Ophthalmic Assistant, Dental Assistant, Cold Chain and Vaccine Logistic Assistant, OT technician, Multi Rehabilitation/Community Based Rehabilitation worker, Counsellor, two Registration Clerk, two Data Entry Operators, Account Assistant, Administrative Assistant, and seven D-group staffs. In all together, in a CHC, there should be at least forty six staffs and above. In case, patient load increases, the number of General Duty Doctors may be increased; additional fund should be provided for out-sourcing and providing support services as per need. Budget has to be provided for outsourcing Class IV services including OPD Attendant, Security and Sanitary workers.

Despite all these conditions of the CHC, the concern authority is showing lackadaisical attitude towards the health centre. They always fail to feel the peoples’ pulses. Since its inception, the CHC Nacho does not have the fate of having plural number of doctors. The authorities always post a single doctor.

In Siyum, Nacho, Limeking & Taksing areas, we have two more PHCs and a dozen of Sub-centres, but none of them has a doctor or even regular nurse or permanent and quality buildings. We have more than 25 thousand populations in the areas, but we have no good destiny of having any quality govt. facilities like, schools, hospitals, roads, telecommunications, and even of good administration. Our areas are being neglected by the centre and state governments. In every field, our people are being overlooked or ignored.

For medical services, the people of these areas come to this single CHC at Nacho as the other two Public Health Centre: one at Limeking and other at Taksing have no doctors and other medical staffs, and the District Hospital Daporijo is far from the reach of common and poor people of the areas. Therefore, CHC Nacho is the only lifeline of the people of these four most backward and border circles. But the concerned authorities are reluctant to post even a doctor to such a health centre where the lives of more than 25 thousand population are dependent.

Therefore, through this medium, I would like to request the concerned authority to please post at least two to three doctors and sufficient nurses to the Community Health Centre Nacho, if it is not possible to post them at all the sub-centres and in two PHCs. I would also like to request the authority to kindly clear all the remaining payment due to the contractors of the new hospital building which is almost finished and also request the contractors to immediately hand over the building to the department. If this building is completed and handed over to the department, at least the problem of hospital building will be minimised to a great extent and people can get benefits from this.

Dear Editor,

Kudos to Aruna Anand for vacating the ground floor of their house for some flood victims of Chennai. While her husband, the five-time world champion Viswanathan Anand has been battling it out at London Chess Classic, she along with her family members is championing the cause of the flood refugees staying in Chennai. It appears that the king of chess has got a queen of heart. While the former is undoubtedly a Bharat Ratna to all of us in the field of sports, the latter has come out as a luminous Manab Ratna.
